Why did the Texas drought get even worse after Governor Perry declared 3 days of prayer for rain?

If Perry really feels that only God can help us with the country's problems, he shouldn't be in government. He should get a giant tent, and travel around the country holding prayer revival meetings like Steve Martin in Leap of Faith.
