My puppy won't stop biting his backside and pulling the hair out?

Something is obviously wrong. You may want to try another vet. My first thoughts upon reading, were fleas, worms or mange, but if you have taken him to a vet, these would have been detected. If it is not a food allergy, it may be something internal going on with the pup. My best suggestion is to try another vet.
