Isn't forcing us to buy health care undermining "basic notions of fairness that we cherish"?

I saw a piece on the news that was pointing out that Obama was going back on a campaign promise with part of this plan. Considering that people who choose not to have insurance will be fined thousands of dollars, it is placing an unfair "tax" upon people who surely are making less than 250K a year. Interesting ogy.
